Paul Scargall to Present at the International Right of Way Association's Chapter 29 Spring Educational Seminar

On May 6, 2016 Paul Scargall will be giving a presentation at the International Right of Way Association's Chapter 29 Spring Educational Seminar.  The presentation, entitled "Allowing Time to Acquire:  Efficiencies in Delaying the Formal Expropriation Process", will consider the benefits of giving time to acquire lands for infrastructure projects through amicable negotiations in order to avoid the formal expropriation process.  It will also explore the role that contractual expropriations can play in controlling costs, the timing of acquisition and possession as well as in providing final settlements.  The presentation will also touch upon the differences in the Canadian and American infrastructure models by highlighting the Canadian model and approaches successfully used in land acquisition programs in Ontario.
